Is it possible to track the location of a cell phone?  If so, what technology is used and who generally uses it?

I apologies but no it is not you can get a location to a block or two away but not an accurate location. There is no software that can help you out what cell phone providers use is a process that is called triangle tracking. They use there three closest towers that got the call and which one was closest and they pin point location that way. Cell phone users do not have access to that information only cell phone companies they only ones that have access to that information are Police departments and authorized personnal.
