if you call a phone that is turned off dose it ever ring before it goose to voice mail

It pretty much depends on the phone service provider but generally when you call a phone that is turned off it will go straight into voicemail. If you are calling a phone that has no reception or limited reception it will ring once or twice and go directly into voicemail.
