Cellular Phones/Calling the US

Question
Dear Debi.  Thank you so much for being so willing to help.  
I have a Nokia (N95 8GB) and my provider is O2 and I
recently arranged with them to make international calls at
reduced rates.  I have tried ringing a friend in Washington
State, U.S. and he can see that I am calling but is unable
to connect.  He has a blackberry.  Is he required to
register with his provider to receive international calls?  
Sorry if this is an inane question!!

Anyone can receive a call from anyone in the world. That person isn't charged extra for receiving a call. Cellular calls are charged by where you are when you receive them, i.e., if your friend in Washington has a US cell phone plan and receives a call anywhere in the US, it comes out of his bucket of minutes. If you call your friend and he can see that you are calling, then he should be able to answer the phone. The issue may be something else, but I guarantee you that he can receive the call. Could have been his connection at the end, the connection itself, etc., but guaranteed he can receive the call. Try calling again and I assure you that the friend can receive the call. Who is his provider?
