QUESTION: I don't know, I bought the chip to use in a gophone plan.

Answer
A GoPhone (Prepaid) SIM card has to be activated first in order to work. It sounds like you haven't activated the SIM card yet. You will need to activate the SIM card with AT&T (if it's a GoPhone) and then it can be used in an unlocked Solstice. Contact AT&T to activate the service for the SIM card. I hope this helps. Thanks.
