Hi Debi

Which cell phone, in your opinion, has the best GPS app?

I'm not a big cell phone user, I'm on a prepaid plan, but a cell phone that doubles as a GPS device which I can use while driving (for navigation, not for talking) really intrigues me.

The phones don't have GPS apps, the apps are available for Smartphones, like iPhones, BlackBerrys or Android devices.  The best GPS with turn by turn directions via audio and on screen commands are those by Telenav.  AT&T and Sprint use Telenav and if you get a Samsung device with a larger screen like the new Galaxy or Infuse, you will get the best display. However, there is a $9.99 monthly charge plus a voice and data plan ( minimum of $39.99 for voice and $15 for data.   Not a cheap way to go. To get real GPS on a devie via an app, you really have to have a Smartphone. If GPS is all you really need, you would be better off with a GPS only device. I hope this helps.
