Cellular Phones/Disabling Internet Connection

Question
I live in Saudi Arabia and I own a Samsung Galaxy Y.  I have internet access at home and office where I use internet by Wi-Fi.  But in other places and when my Wi-Fi is disabled, the mobile seems to connect to internet using the money which I prepaid to make calls.  Can you tell me how to disable the mobile from connecting to internet whenever Wi-Fi is disabled or Wireless Network Connection access is unavailable.

Thank you.

Answer
Hi Lenin -

The device is designed to utilize WiFi when available and when not, to use the carrier's network (which, as you mentioned, takes money out of your prepaid account). The only way to stop this is for you to manually turn off the data when you are not in a WiFi zone. You may want to consider just turning off data on the phone entirely and then when you are at home or in a place with free WiFi, turning it back on. That may solve the problem. That way, the only time it is on is when you are choosing to turn it on. Just go into the Settings icon, then go to Wireless and Network and take the check mark off of Use packet data. When it is off, it won't access any network. I hope this helps.
