Question
Hi, I live in Canada and I am trying to call a Bolivian cell phone number from my landline. Our long distance plan will supposedly keep it from being too expensive. I am dialing 011 591 7 xxx xxxx and it isn't working, it's beeping a bunch of times then hanging up on me. What does this mean? I definitely have the right number, is there something else I should be doing?

011 591 is totally correct to dial from Canada to Bolivia. Cellular is the additional 7 and then 7 more digits, just as you indicate. If it's not working, it is either because you have to dial additional codes from your landline because you have a special service or don't have international ability from your landline or because the number is not correct or no longer in service. Everything else is correct, so that's the only things it could be.
