Question
if I buy an unlocked cell phone, and it has internet access on it, will I have to buy internet access plan, for the phone to act right?  I do not want internet access, but a lot of phones come with that already on them.

I have verizon wireless.
And can you use a Sprint phone,boost or other with verizon, since it will be an unlocked phone?

Here's what the issue is with Verizon - you can't buy an unlocked phone like you can with a GSM carrier. You can only buy a phone that is flashed to Verizon and if you flash the phone to them, then they know it is a SmartPhone and if it's a SmartPhone, you are required to have a data plan. None of the phones come with Internet access, it's just that Verizon requires you to have internet access on a SmartPhone. However, if you have just a regular cell phone (not a SmartPhone), you can have internet access blocked. This is free and not an issue. You don't need to get a phone from another carrier and have it flashed. Just contact Verizon and ask them to block internet access. What type of phone were you thinking about getting?
