I read the term "provisioning" often and don't really understand the meaning beyond the dictionary/wiki description.  

What does the term mean in the context of SIM and Mobile (ME) provisioning?  Are they different,and if so, how?  

Also,(and I know I'm asking a lot here...) how does provisioning differ from personalization?

Answer
The word "provisioning" as it relates to cell phone carriers provisioning service, means the set up of a new line of service, i.e., if you get a new cell phone with a new number, your wireless carrier has to provision (or set up) your service. When you have a new SIM, they have to provision or set up the SIM to be able to access the network which involves coding the IMEI and SIM number to your wireless number in their database. Personalization means personalizing your particular device to personalize how you see the display or options etc. Provisioning is something that is solely done by the carrier. You can't provision something, only they can. But you can personalize what you see once your line is provisioned. Hope this helps.
