Ceramics/firing underglaze on bisque

Question
Hi!  I used to do the paint-your-own stuff before I did my own pottery.  When I painted on the underglazes and gave it to the shop to fire, did they fire it once at cone 06 and then clear glaze it and fire at cone 6?  When I used an underglaze recently on my bisqueware and topped it with my usual clear glaze, I fired at 04 and the glaze did not take.  Next question: can I just reglaze with clear and go to cone 6 for the nice shine I seek.

Apply underglaze to the leather hard or dry pot and than bisque fire.
