Is there a place I can send in a set of ceramic plates to be repainted a different color?

You might try looking up a local potter or ceramist. Depending on what they're made of and what color they are glazed they may or may not turn out well. To send them off to a factory would be cost prohibitive, you may as well purchase a new set. Local potteries that do production work may be able to spray glaze them & refire them. Good luck,
