Question
i am painting ceramic bisque using a water based stain and would like to antique it with a medium to dark brown. can this be done over water based stains and if so what do i use to accomplish the look I'm going for.

Sure it can! There are a variety of both water-base and oil-based antiquing products on the market. Duncan makes a line of both in a variety of colors. Here's a link to their site.
