Question
Does Leo ever stop being a elder to be with piper?
Mary

Answer
Hey Mary,
Yes, in season 7 the elders made Leo choose either to be a mortal human being and be with Piper or to become a full-time elder and never see her again. They put him through a test where he would forget everything and stranded him in the middle of no where to see where his destiny would take him. Naturally in the end he ended up being with Piper.
