Hello:

I do not know whether or not you can answer my question, but give it your best answer.

The undergarments that cheerleaders wear under their skirts are, from what I've been told, known as "Spankies."

I know that Spankies is correct because of a site that sells them.

I was recently informed by another expert from this site that they are called "Lollies." Have you heard this word used before?  

And also, do many cheerleaders wear panties under Spankies or is it optional?

   There are tons and tons of names for this item. Usually its spankies, but it can be spanky pants, lollies, bloomers, etc. etc. They're all the same.

   For modesty and hygiene sake, the girls should ALWAYS wear panties under their spankies. Think of the spankies only as shorts under their skirts.

My Experience in the area: I cheered on my grade school team for 4 years. I danced for on pointe for 14 years. I have coached for 9 years for grade school basketball cheerleading, grade school competitive squads, and all-star. I now own my own national championship all-star team.
