Hello Mike,
I am a Computer Engineer and never paid much attention to chemistry. I'm wondering if you know of any chemical that becomes cold when energized with electricity.

Answer
I believe what you're looking for are called thermoelectric materials.  In their simplest form, you create a junction between two different materials, (similar to a semiconductor junction) and then these materials provide an electric current when subjected to a temperature gradient, or heat/cool when subjected to a potential.  There should be quite a bit of information out there available with a quick Google search.  I hope this helps.
