Question
Does hot water freeze faster than cold water?

My hot water pipes were not working for a several hours and my cold was running fine.

Answer
Unless there is blockage in the pipe that ice can form on, cold should freeze faster, but not so that you would notice unless you were really watching.  You may have different insulation around the hot versus cold water pipes is a more reasonable explanation.  You should also see if your water heater is working.  You may have cold and cold.
