Question
Is there a liquid that will not affect pH paper, or a paper that is unaffected by neutral pH

Answer
It really depends on the pH paper.  Most organic solvents such as hexane will not effect old fashioned red/blue pH paper.  Water solutions between 6-8 pH, change it so slightly, it really just looks wet.  At pH 7, there is not change.  There are pH papers that change color at all pHs and the pH is determined by the color produced.  These papers are not simple red/blue changes.

Not sure about your second question.  Most pH paper is not changed by neutral solutions as are most other kinds of other paper.
