Question
what causes the reaction when u add pepsi and sweettarts and or "bottle caps" in a 2 liter bottle

Answer
This reaction is a physical one and not chemical.  Soda is mostly water, the water produces a interconnected network of molecules and a surface tension is produced. When this is disturbed by something like candy it will bubble and fizz.  The surface tension is broken by the sugar and gums and gelatin from the candy.  It releases these bubbles(carbon dioxide) now that it takes less energy to "release" them; the candy changed physical make-up of the liquid. The nooks and crannies that are on the surface of the candy provide a great network for bubbles to cling to.
