Question
Why is Hydrochloric (HCl) acid classed as strong acid and Sodium hydroxide strong base?

Answer
In dilute and average water solutions they are near 100% dissociated into their ionic components (H+,Cl- and Na+,OH-).  How do you know which ones do this?  You memorize them.  Weak acids and bases are not near 100% and they will have an equilibrium constant associated with them.
