Question -
what is the heaviest non-flamable, non-tixic liquid?
Answer -
THe are no liquids known that are "non-toxic".  Everything has toxicity.  By "nearly non-toxic", water is about the only choice.

ok, but do u think that a paste of somesort or maybe a solution?

Answer
Pastes and solutions are not liquids.  They can have liquid properties, but the term liquid usually refers to a homogeneous chemical.

If we get off the toxic questions, mercury is a choice, you can have solutions that have densities of twice that of water, and you can make a paste of almost any density.

If you are just looking for something dense that has some liquid properties, try sugar water or oatmeal.
