The ending which you describe can be drawn by the side with the King and Rook provided the best moves are played and checkmate is avoided.
Theoretically you can play out the full 50 move draw rule, but realistically, your opponent can accept the draw if he/she sees that you know how to draw this endgame.
Interesting enough, Judit Polgar vs Garry Kasparov in 1996 reached this endgame in which the stronger side won (Kasparov) because Polgar didn't defend properly. Here's their game:
