no its the heater hose bypass fitting most auto parts stores carry them there like 4.00! black 90 degree fitting with an o-ring on both sides. i have to put one in tonite in fact !!! never done it but we will see!!!

HOLY CRAP!  Ok, I know its been a while since this question was posted but YES.  It IS the heater hose intake/outlet pipe.  I took mine to the shop last weekend expecting to pay a ton of $$ to replace a head gasket and the mexicans there told me I just needed a new O-ring... simple fix (after the entire top of the engine was removed)

There is a Plastic Elbow right above the water pump. It is connected to the Belt Tension er. Replacing this elbow should solve your problem.
