I have a 1992 Chevy Blazer with a 350 V8 throttel body, The engine bogs down about half pedal (acts like chokes stuck.  Could it be the fuel filter?  Any help would be great.

Yes it could be the fuel filter.
Any reason you ask? Have you gotten some bad gas before?
I would probably connect a fuel pressure tester if it were mine. That way you can check the filter, pump, hoses and lines, and the pressure regulator.

Another possibility is a bad spot in the throttle position sensor. That can be checked with a scan tool, or a good multimeter.

But for just a good guess, that filter would be easy, cheap, and possibly cure it.
