Isn't Sean and Bianca brother and sister, His parents are Barbara and Travis, Biancas parents are Travis and Erica. They never seem to acknowledge each other, and the writers never seem to either, but they do with Kendall, Josh and Bianca.

Answer
Sean and Bianca are HALF brother and sister.....same mother, different fathers.  Same with Josh having another father (Jeff) instead of Travis, but does have the same mother (Erica)   So, the Bianca, Josh and Kendall mix are all half brother and sisters.
You are right, the writers are NOT acknowledging it.  Why, I don't know.  Wish I could answer that one. =(
