Chimney & Fireplaces/Damper

Question
I have a home built in the mid 1960's with a brick fireplace.  The damper is a steel plate that runs the entire length of the firebox and smokeshelf.  An adjustment handle from Majestic is on the right.  It appears that the steel plate (damper) is somehow out of place and I cannot find anyone who knows how it is supposed to fit in place.  It does not currently operate properly and I can't figure out the mechanics.

Hello Keith, your fireplace is over 45 years old? the entire system might need to be replaced. I would have a local Certified Chimney Sweep (www.csia.org, there you can look up by zip code to find one near you) take a first hand look at what you have, they might be able to help or point you in the right direction.
