Lately we noticed a heating oil smell outdoors from chimney when oil burner is working.This is outside and away from where any raw heating oil would be so assuming it's coming from chimney.never noticed the smell before,

Hello John, this is strange could it be front he wind?does your oil unit vent into he chimney or a power venter  out the side near where you smell it? I would have a local Certified Chimney Sweep (www.csia.org, there you can look up by zip code to find one near you) take a first hand look at what you have they should be able to help.
