I am planning to add a gas fireplace in my basement. Directly above this on the first floor is a existing fireplace. How much clearance do I need between the two flues if one is directly or close to being directly above the other?

I would suggest speaking to a fireplace specialist/sales person. When you go to look at a new fireplace take some pictures and some basic dimensions and bring it to them to see. They can then assist you better because almost every fireplace manufacturer make venting/chimney that is designed for their fireplaces.
