Can I vent air through the cleanout at the bottom of my chimney?

Hello Sean, if I understand you correctly you want to vent (a boiler, hot water heater, wood stove) into an ash trap? if so the NO, the ash trap if for ashes only and is closed off so any thing you vent into that ash trap will back up into the home. you might need to build a chimney
you could have a local Certified Chimney Sweep (www.csia.org, there you can look up by zip code to find one near you) take a first hand look at what you have they should be able to help.
