Chimney & Fireplaces/Chimney cracks

Question
QUESTION: I recently had my chimney inspected and the sweep said that I had hairline cracks. He indicated that the regulations required any replacement of the panels to be made by the original builder/installer of the fireplace. Questions: IS this true?  I can't find the relevant Rhode Island or national regulation? Since my house is 10 years old, how do I find the original installer, assuming he's still in business? This seems like an unduly burdensome regulation on the consumer. Thanks in advance for your response>

ANSWER: Hello Ray, it sounds like you are talking about a PreFab fireplace (manufacture tag should be up inside the unit)and the stone like panels on the walls and floor. if so then you can have any one replace them with original manufacture panels. call that manufacture and ask "what size "crack" constitutes replacement.
