Chimney & Fireplaces/Chimney Whistles!

Question
There is a chimney that whistles down to the firebox in the fireplace even with the damper closed.  You can still hear it when the damper is closed.  What can be done to alleviate this problem?  Is there some kind of cap or cover that can be installed?  Please help!

Hello Kim, I would have a local Certified Chimney Sweep (www.csia.org, there you can look up by zip code to find one near you) take a first hand look at what you have they should be able to help. and recommend a wind deflection cap.
