We have a woodstove in the garage,  the flue exiting the stove is 8" and we reduced it down to 6". This is a new intall (new flue/old fireplace).  Could this be causing us to develop a poor draft?

Answer
This would be doing quite the opposite. This would be promoting a better draft. If you are having poor drafting issues this could be due to offsets in the chimney system or too short of a chimney system.

Being in a garage I suspect that it is not due to a short chimney. Without anymore information I cannot offer anymore help.
