what is a TOP HAT CAGE DOWN DRAFT PROTECTOR ???
Hello Henry, not sure what a "top hat cage draft protector" is, they do make "wind" down draft caps that help if you are getting wind down drafts but in most cases it is from Negative pressure in the home that causes smoking and odors.
