Question
I am having my roof reshingled. During the inspection portion of the estimate the person said that we had a damaged chimney and said it would have to be torn down and replaced because it was cracked and beyond repair. It is a cinder block chimney and is twelve or thirteen years old. We have had a leak in our home since it was built in 1995 and he said it was due to the chimney. He also said there may be extensive damage done to the roof because the roof hadn't been wrapped (?) before the shingles had been put on. My husband and I know nothing about roofs or chimneys but were wondering if anyone had heard of this problem and if it was common in this type of chimney and if it was necessary to tear the old one down to roof level and rebuild it.

Yes, it's quite common.

I recommend you contact a local CSIA Certified Chimney Sweep to do some on-site diagnosis of your problem.
