Chimney & Fireplaces/Repair Chimneys vs. Rebuild

Question
I've had two bids concerning chimney maintenance needed since having my house re-roofed.  I know I need flashing.  One bid recommends tuckpointing.  The other bid recommends to rebuild because the chimneys have already been tuckpointed and you "can't tuckpoint twice." Also, one chimney is leaning slightly (these are old chimneys).  What's the deal on not tuckpointing twice?  Thanks.

I have re-tucked alot.  Here's the rule:
Grind it back 1 1/2 inches.  if it is solid than it can be tucked, if there is soft mortar, you should rebuild.  If there is a "lean" you should probably rebuild to straighten.

Maybe have the guy take a picture of the damage and show you if you cannot go up and see.
