Where would you recommend I stay in Beijing if I'm on a budget, need a safe place, and a place that's central?

Accommodations in Beijing, and greater China, are abundant. This is due to a large migratory work force that "float" from city to city in search of labor.  Guesthouses are called "luguan" and come in various states of disrepair. The average luguan are constructed out of cardboard walls and cost about RMB 20 per night. They are filthy and noisy, but I myself heavily rely on them when I travel on a budget in China.

The concern is if you as a westerner are able to stay in such accommodations. The official answer is no, they are illegal and off limits for non-Chinese. The Chinese government requires all foreigners to stay in 3-Star and up hotels ("binguan"), in attempt to "protect you" and also to keep a close on your doings and arguably also to siphon as much of your tourist dollar as quickly as possible.

The unofficial answer is there are so many luguan in China it's impossible for authorities to regulate. Just hang out in front of any bus or train station and you will be approached by a dozen touts eager to bring you back to their flophouse.

The other option for foreign travelers on a budget is to stay at an international youth hostel. There are many Hostelling International inns in China's more popular destinations (do an internet search for "YHA China" for a complete list). They average about RMB 60 per night for a dorm bunk, and are great places to meet fellow backpackers and exchange travel tips.

Beijing hosts several youth hostels around the city in central tourist areas such as Qianmen, Sanlitun and around the Gu Lou hutongs. Again, YHA China can provide you with a list.

Your final option is a home stay. I have never personally participated in a home stay program, nor do I have any second-hand information to convey. However doing an internet search for "Homestay China" yields results for a number of such organizations.
