Hello Katherine.  Thanks for writing.  The easy and quick answer is that there is no average.

Especially not in China.  A factory could be 10 people in a 1000 square foot room or 5,0000 people in a 100,000 square foot facility.

It depends on what you are making, how much of it are you making, what kinds of machines you need, do you need machines at all?  Labor also varies from unskilled to skilled to artisan.

You need to tighten the question up and be more specific.
