Hi,

My husband and I will be traveling to Taipei for the first time next month.  I have been searching for hotels on the internet and most are around $100 and up.  Can you advise me for affordable hotels (clean and safe) that are in the range of 2400 TWD.  We would like the hotel to be within walking distance of subway station.  

I can read Chinese so any information in Chinese is welcome.

Also can you advise of any good local travel agency (please provide website) for local tour to Hua-Liang ‰Ô˜@.

First of all, welcome to Taiwan !
Here is a very good youth hostel in Taipei,super good location, just right at the opposite of Taipei Main Train Station, the downstairs is the Metro. My friends have stayed here many times, this YH has 2 family suits available, quite spacial, and very cheap. You could book it from their website.

As for the Hualien tour, the staff in YH could give you practical advices.
