The red stamp that you posted (though the image is not very clear) carries the following Chinese words:
尚書(Pinyin: shàng shū. Meaning: a low ranking clerical official responsible for delivering monarchy orders and announcements) 制誥(Pinyin: zhì gào. Meaning: a Letter Patent);
Reading the words together, the term has the meaning of "a Letter Patent (a legal instrument in the form of a published written order) issued by a (low ranking) Clerical Official".
