AnswerHari,
First of all, I am so sorry for the tragedy that has happened in India this past week. I hope that you and your family members are safe.
Regarding universities to look into; I have to confess that my knowledge of technical study is a bit limited, but I suggest that you start by looking at three schools that are in my region, that I believe would have fine programs and a large international community in which you could find some Indian fellowship.
Rochester institute of Technology
University of Rochester
University of Buffalo
I'm not sure that you can take employment as an international grad student, other than work on campus. The fact that you do not need funding may be positive as you look at schools. Be sure to do whatever you can to build your English language skills. They seem to be pretty decent, but that is one thing that schools may press you on in the admission process. Your verbal GRE score is somewhat modest, though the other English language scores are better.
Let me know if you have any more questions.
