Question
If I move to new york and marry my girlfriend there that is a long time resident there, do I automatically qualify for in state tuition rates there and how would I go about being accepted for that?

The requirements for establishing residency for a college varies by state. Here is a link to a webpage from SUNY Buffalo that discusses what is required for New York residency. http://src.buffalo.edu/studentaccount/residency.shtml

Given the facts you suggested, you may qualify for New York residency if you take additional steps to confirm that you have moved your residency such as getting a New York driver's license. You will also note, however, that even if you are viewed as a New York resident, it will take a year before you are allowed resident tuition rates.
