QUESTION: You wouldn't happen to know the top best school for psychology? Is UB at all at the top?
ANSWER: A few of the best would be Baylor, Emory, Lehigh, University of Arizona, University of Massachusetts, University of Colorado, and many of the University of California schools.  I'm not sure which UB school you are referring to.  I will be out of touch for the next ten days but could check on that if you email me in ten days or so.

QUESTION: The University at Buffalo (UB) which is in the SUNY school system. Does its psychology department rank very high? Graduate or Undergraduate? Why would California schools be so highly ranked on the subject?

More than a thousand schools offer a psychology major.  It is one of the strongest in about 350.  University of Buffalo is not one of them but that doesn't mean it isn't a good school for you.  You can always go on to a school that has a strong graduate program in psychology.  Many of the University of California schools are strong in lots of majors because the schools are very competitive and educate most California students.
