Question
What is the difference between a college and a university?  i.e. a community college, vs. a state university?  Is either one better than the other as far as education goes?

A four year school is called a college or university.  A community college is a two year school.  Most community colleges have very easy requirements for entrance if any at all other than a high school diploma or a GED.  Most four year schools require a certain GPA and either the SAT or ACT test scores.  Most four year schools have students living on the campus, while a community college usually has most of the students commute.  Community colleges are schools where some students start their education because they are less expensive and students can live at home.  You can often transfer to a four year school if you do well at a community college for two years.
