where in the bible does it state that we first most love God then our spouse second.?

Thank you so much for your question. Jesus declared in Matthew 22:37, "YOU SHALL LOVE THE LORD YOUR GOD WITH ALL YOUR HEART, AND WITH ALL YOUR SOUL, AND WITH ALL YOUR MIND."

In Ephesians 5:28-33, the Apostle Paul wrote that man should love his wife, as he loves himself.

This indicates that a man must love God first, before he loves himself, his wife or anyone else.

There is no particular Scripture that actually says that man should love God, and then he should love his wife, however, there is plenty of Scripture that indicates that to be the case.
