If men in Biblical times wore skirts/robe garments, why can't men wear skirts today?

Doug,

There is no Scripture that I know of that prohibits men from wearing attire that is for men. If a skirt, like a kilt, is designed for men, then men can indeed wear that attire. When men wear attire in order to make their appearance effeminate, then they are acting contrary to Scripture that indicates that men should behave themselves like men.
