I don't have detailed information (e.g. manuals) nor expertise for Jeeps, trucks, SUV's, import vehicles, or for years more recent than 2000 (except Sebring/Stratus I have '03).
I am available to take a question between 8AM CT and 9PM CT, and attempt to provide an answer within 1 hour. If I am shown as "maxed out" try again later in the day as I add question opportunities one at a time so as to respond quickly, but I do have other responsibilities as well so may not be available for several hours at times. Just to follow up with you on are last e-mail.
You asked about codes, w/ koeo i get code 25. W/ scanner, code P1294. I get code 55 at end of test.
I replaced both 02 sensors from the Dodge to the Ply. Before the timing belt wiped on the Dodge, it was running fine.
You asked about vac leak. I have sprayed everything, and blocked off all possible vac sources.
Egr functions well. Moving diaphragm while running kills engine.I have checked all possible ground connections that I can get at.
I will have to recheck the vin on both vehicles to get an update for pcm data. Normally I can fix just about any problem. But, this vehicle has been a pain.
I have not checked pin values at the pcm. I have not found a place to get the voltage specs.Working on something to home is not like when I was in the shop!
Is it possible to talk by phone?
I cannot think of anything else at this time.

Answer Hi Gary,
It would appear that the idle air control system is something needs to be investigated. The pins of the PCM that are involved are 48,49,57,58. Any of the four driver wires could be shorted to ground, shorted to battery, or shorted together. A failed pcm is next listed as a possibiity, and finally that the iac motor itself is shorted (have you tried switching the throttle bodies)? I have a '98 power train troubleshooting manual that shows a "fault tree"/step by step procedure for this trouble code. I would be pleased to xerox and postal mail you the 12 pages from the manual. If so, give me a mailing address via the "thank and rate".
I am a bit reluctant to start on phone conversations as my time spent on this activity is already very significant. But let's try and clear the code 25/1294 and then see how it runs. I notice that in the '95 manual for the Sebring/Avenger that the code is indeed based upon a voltage/short issue with the iac (rather than an rpm performance issue) so this must be an electrical issue without regard to the rpm performance itself.
