Question all fuses are out and i disconnected the heater so why is it still going all on its own and blowing heat out its a pain in the butt.Any answers would be much appreciated Thank you.

Without knowing what is the year, make, model, body style and also which fuses have been removed I can't offer you anything specific.
If the blower is still running then the fuse that is always needed to power the blower motor has not been removed. Do you have any control over the blower speed? Does it just run on high or nothing, or can't you even turn off the blower?
What else about the heater system has been disconnected?
Can you tell me if this is a typical heater control system or does it have a digital readout and is it called Automatic Temperature Control?
What about the AC function?
