Question
We have replaced the input speed sensor, TCM, and the fuse panel. The code on there now is p1698. I tried the self test with the SOF # and it was 100.4 do you have any ideas

A bit of history might be helpful as to why the replacements were done.
The self test with the cluster and the 1.004 result says that communication between the front control module (part of the intergrated power module which may be what you are colling the 'fuse panel'?) is impaired. I took a look at the cluster/front module wiring and have to admit I am not certain what specific sort of communication that code is referring to. Is the cluster working properly?
On the 1698, the manual suggests that a Diagnostic Readout Box III be used to try and communicate from it to the TCM and if succuessful, then replace the PCM. So you might want to go to a dealer and have them do that quick effort to establish that the TCM is accessible to the DRB. You might check fuse 15 which provides the power for the TCM.
Finally you could check the digital data wiring continuity of the TCM:
Pin 7 of the TCM socket to pin 7 of the socket by the steering column where you plug in a code reader and also pin 7 of TCM to pin 65 of the PCM. And check continuity from pin 43 of the TCM to pin 13 of the #3 plug at the power module ('natural' color plug near the front of the power module box).
May I ask why the input sensor and the 'fuse panel' were replaced and what do you mean by the 'fuse panel'?
