Roland,
I had a past question with my starter motor not turn img when key was turned in my 1998family sending jxi.  You had advised me to hook a ground wire to #83the of the starter relay and try it it did that and nothing happened. The next thing was to test for 12vu at #81at the relay I do not have that either.  Like previously mentioned I have replaced the ignition switch, relay, tested the starter and have teated all fuses and other hints?

Hi Jason,
If you aren't getting power to pin 81 of the relay socket when you turn the key to run, then either fuse 8 in the power box is blown or the ignition switch contact is bad (check pin 10, yellow wire of the ignition switch to test for that) or the yellow wire itself is open from there to the relay socket.
Again, you would only expect to see the 12v with the key in the start position, assuming the fuse is good.
