how do i change the top hose in a 97 chrysler sebring 2.5. what do i need to release the clamp.

Hi Angie,
You need a large pliers or even better a large slip-joint pliers in order to squeeze together the three protruding 'ears' of each hose clamp. You put one jaw of the tool on the center 'ear', and then other jaw on the two outside 'ears' and then you squeeze with the pliers' handles enough to enlarge the diameter of the clamp and slide it back on the hose away from the underlying radiator outlet opening. Then do the same thing at the other end of the hose at the thermostat housing outlet.
Then you can try twisting the hose itself off those outlet fittings or you can take a knife to the hose where the clamp was located at the fitting if it is really stuck in place. Reverse the procedure to install the new hose.
