Thanks Roland.  I did a 15 hour 1 amp trinkle charge to my battery, got a battery voltage reading of 12.50 at the posts and tried the instrument cluster self test again and while still rather dim, this time it performed all the tests and everything seemed to illuminate as required by the test.  

Next I'll pull the cluster and check the voltage at the pin connector on those wires you suggested. It might be my 3 year old battery isn't holding a charge as good as it should.  I'll know more when I check the voltage at those connector wires.  Thanks again.
